It looks to me like it was white gouache or some other opaque white fluid (like Dr Martin's Bleed Proof White Ink,splattered over a water color back. The splatters look a lot like the kind you get if you use a toothbrush or some other stiff bristled brush. Maybe Janet will see this comment and tell us how she did it.
